好像是vista上了service pack之後，安全性的關係造成COM+ Event System Service 無法正常動作，
有人是建議做這個動作!!
你可以試試看，若是無效再改回來吧!!

>>Click "Manage"
>>Under the "System Tools" section, Double click "Local Users and Groups"
>>Click "Groups"
>>Right click "Administrators"
>>Click "Add to group..."
>>Click "Add"
>>Click "Advanced"
>>Click "Find Now"
>>Double click "Local Service"
>>Click "Ok"
>>"NT Authority\Local Service" should show up in the list now
>>Click "Ok"
>>Close Computer Management and reboot.

After combing through 18 or so pages of this thread and trying various methods to fix my issues, this solution fixed all of my problems with everything that was not working properly in Vista Ultimate x64.
Over the last few of months I had a couple of minor issues. Media sharing stopped working and the Security Center couldn't see either my Antivirus program or Windows Defender. I tried finding solutions to these issues but had no luck. I decided to just live with them since this machine is dual-booted with XP Professional and the media sharing still worked just fine there. My hope was that these were known bug/problems and would be addressed with Service Pack 1.
After updating yesterday to Service Pack 1, every time Vista would boot, the COM+ Event System Service would stop, causing an error. Once fully booted, the network icon showed no connection. Roll the mouse pointer over it and showed "No Network: Server Execution Failed" even though I was connected to the internet. If I tried to go into the Network and Sharing Center, it would not show anything of the network at all, and the Network Store Interface Service would keep stopping and restarting (generating error messages/reports each time) until I closed the Network Center window.
As I said above, all of these issues have been solved, both the pre- and post-SP1 issues, and I am much happier with Vista now.
