Report: Toyota Legally Required to Halt Production, Has Pedal Fix

announced yesterday that it would voluntarily halt production and sales of eight modelswhile it works to solve unintended acceleration issues that
resulted in the death of four people last year in a Lexus ES 350. Yet, recent reports suggest that Toyota's decision was not as much voluntary as it was legally required.

The Detroit News cites a WGN Chicago radio station broadcast in which Transportation Secretary Ray LaHood stated that the government was behind both the 2.3-million vehicle recall for sticky accelerator pedals and the halt in production.
"The reason Toyota decided to do the recall and to stop manufacturing was because we asked them to," LaHood said.

The Detroit News, Toyota was legally required to cease sales of the vehicles included in the eight-model recall at the time the recall was announced, but it failed to do so. Meanwhile, the National Highway and Traffic Safety Administration's new administrator David Strickland has agreed with the decision to halt sales, saying it "was an aggressive one and was the legally and morally correct thing to do."
The Detroit News also reports that Toyota spokesman Mike Michels said yesterday that Toyota was voluntarily halting sales of the eight models, though it also had a legal requirement to do so. Michels said it would take "weeks, not months" to come up with a solution to fix more than 2 million sticking accelerator pedals.
Yet, this morning, a report from
Automotive News announces that Toyota has developed a newly designed pedal that will be used as a replacement in the
2.3-million vehicle recall.Automotive News cites an unnamed source familiar with the issue, who told the publication that the pedal is ready for service.
"The countermeasure pedal is now available from the supplier," said the source. "We are now in the transition period. It's just a matter of time in getting the parts to the plant."
Still, the process of fixing every vehicle included in the recall could take longer than expected.
"We have to produce more than 2 million pedals," the source said. "That takes a long time. That's more than we can produce in a year."
Automotive News was able to confirm the statement with Ririko Takeuchi, who said that it was difficult to ascertain which plants had already received the new pedals. Takeuchi did mention that any vehicles produced with the faulty pedals after the latest recall had not yet been shipped to dealers. It was not known how many new vehicles had been produced with the faulty pedal.
The faulty pedals were manufactured by parts supplier CTS in one of its Canadian plants.
